BACKGROUND
Lisa S. Russell is a shareholder of the firm in the Kansas City office. Ms. Russell has practiced in the area of public finance since joining the firm in 2000. She has served as bond counsel on a wide variety of tax-exempt financings. Ms. Russell assists with financings for state agencies, public universities and their affiliated 501(c)(3) organizations. She also specializes in the areas of multifamily and single family housing, including tax-exempt multifamily housing bonds and single family mortgage revenue bonds, taxable single family TBA programs, and mortgage credit certificates. Ms. Russell also represents local governments on economic development financings and regularly assists clients with post-issuance continuing disclosure matters. Ms. Russell was named the Best Lawyers® 2023 Public Finance Law “Lawyer of the Year” in Kansas City. She is a member of the Missouri and Kansas Bar Associations. Ms. Russell received her B.A. in Biochemistry (with highest distinction) from the University of Kansas in 1991 and her J.D. (magna cum laude) from Harvard Law School in 1996.
